Collective agreements are always concluded at the enterprise level between management and business unions (with very few exceptions, such as the seafarers` union). A guide to the design and implementation of policies to promote and strengthen collective bargaining. Registered agreements could be concluded by trade unions, but they could also be concluded by individual employers who work either with a group of workers or with separate workers. Agreements are often seen as the result of negotiations, but there are few signs of negotiation with non-union agreements or labour ACCORDS. These are generally standard agreements that are proposed at the signature of each worker and, in fact, the current case law ratifies the practice of offering new employees an AWA as a condition of their employment (Mitchell et al., 2005). The most recent legislation further relaxes the requirements for procedures for reaching an agreement. Collective agreements, which included both trade union and non-union agreements, have traditionally been registered with the AIRC, but after 1996, a new body, the Office of Labour Lawyers (OAS), was created to register A.A. and this body has now been given the responsibility of submitting all agreements. The rules mentioned in collective agreements most often concern working hours. These issues include, for example, systems for balancing shift work time, shift work pay and days off. Ayadurai (at Leong 1991: 96) leads the weakness of the labour movement to „the incompetence of the workers` leaders … fear or hostility …

from employers to unions, … and the attitude or policy of the government“ which, since 1980, has become less sympathetic, if not more hostile towards working-class organizations. This could be due to the country`s industrialization policy and the need for a weaker workforce. Jomo (1994: 141) criticizes both the MTUC and the Congress of Public Service workers` unions (CUEPACS) for failing to take effective action against government measures that have seriously weakened the position of work. Many attempts have been made to bring MTUC and CUEPACS together into one national centre, but these attempts, according to Jomo (1994), have been undermined, including by personal interests and ambitions. Collective agreements are agreements negotiated by unions and employers. Collective agreements provide certain conditions of employment for a group of workers called „bargaining unit“ and represented by a union.
